I can't help with the bottle, but "Eastman & Bro" (notice there's no *S*) Perfumers were located in Philadelphia, around 1880-1900. I also found reference to a location in NY.

I searched using Google & eBay and found several items, but nothing like yours, which is probably a barber's bottle.

It is a comercial perfume bottle. Probably toilet water. Made around 1900. Worth maybe $5-10.
Here is one from my wife's collection.
