You have to put your camera on maunual. Turn off the flash.
Then, it' s a matter of playing with the exposure and keeping the camera steady. On an old fashioned camera I' d start at f8 and 1/25 and adjust from there. The shutter might need to be open a lot longer than that, I' ve never shot under a blacklight. You probably want a tripod for this.
