I first thought it some type of press, but the pressing surface would be below the other handle.

That looks like a  CITRUS HAND SQUEEZER OR HAND JUICER ....the strainer part is missing...

AHA!  Thank you very much, this thing has been bugging me for awhile.  I never thought of it missing pieces because it's cast iron, but it totally makes sense now.
