I found a bottle while diving in Lake Michigan off
Chicago. The Bottle is a " Blob Top" the seams do not run through
the lip. It has " Frank Higgins Chicago ILL." on the side and " FH"
on the bottom, it also has D.O.C. in small letters near the
bottom rim. It has a bent wire piece of steel holding a disc
shaped stopper inside the bottle. Thanks for any help trying to
date and identify this bottle.

It sounds to me like you have yourself a Hutchinson stopper bottle.
