Could it be a LA Dr. Joseph Samuel Clark The University remained in New Orleans until 1912, when Legislative Act 188 authorized its change of location from New Orleans to Baton Rouge. The University was reopened on the new site on March 9, 1914, under the presidency of Dr. J.S. Clark. http://www.subr.edu/historysubr.html The 1871 Carrollton Teachers Institute included an address by Superintendent Conway entitled “Elements Necessary to a Successful School Work.” Other lectures and discussions were delivered by the Reverend William Rollinson, Secretary of the State Board of Education, who lectured on the “Moral Influence of the Teacher in the School;” and Dr. J.S. Clark, of the New Orleans Board of Health, whose address “Health,” stressed the importance of healthy personal regimens, and healthy school environments to education. A bunch of refs in Nottingham too but I'd stick with the LA angle. nevermind, born 1871. perhaps a relative
