I looked in an old Sears Roebuck catalog(1902), saw a bread riser that looked similar, then my wife thought it might be a Moroccan piece, not sure, but I think it's a good bet it is food related. My guess is it is designed for cooking a particular dish, probably a particular cuisine also. Check food or cooking history books, collecting kitchen ware, etc. You might bring it to some chefs from different restarants serving different cuisines or a cooking school if you have one nearby. There's also the web, of course. Butterflies and dragonflies were popular images during the art nouveau era. I think the butterflies served as handles to lift the lid when it got hot. Pinch the wings together and lift? Good luck, I'm definitely curious.
