I have know idea of who made this one ! I have seen them sell as high as 100.00+ on ebay in the past. I have one in my collection that was passed down to me from my Grandfather. It was awarded to him for a display at a 1993 Bottle Show. It has a gold plaque glued to the side label panel. Mine has a Aqua colored glazing. First, is that a white glaze or milk glass, what's on the base?Clevenger and Wheaton can be easy to identify. B: is that glaze over porcelain? I have a Sucess to the Railroad in I think porcelain. I can't see light through it due to the paint but it's really smooth white inside and definitely not glass. Ultra thin too, not a typical clay.
