Nice Find. Was most likely a tool check tag. Workers would be issued tags to check out tools from the property clerk. The number on the tag would be for a particular employee, when they needed a tool they would give the clerk a tag. When the employee returned the tool he was given his tag back. This way the company would know who had a particular tool. This was a tracking device long before computers were used. My Grandfather worked a the Pennsylvaina Rail Road for over 45 years.We found 3 in his dresser drawer when going through his item after he passed in the mid 80's. I think I ended up selling them all for $15.00 back then. But I have seen sell today, in nice shape, for $25.00 and up. Lee
