It looks like it might have been to a grate or sifter or something. It has a hole through the top part and another hole tapped down into the top. It was a working moving part of something. It would insulate the guy wires that held a radio tower keeping lightning from reaching the ground. It's from 1920-1950 or so, they made them over a long period of time. They're worth about $5 or so and thats what they sell for on abar. Those rings on the ends of them are fragile, they break easy. I had a boiler/stove man look at it today. That is what he thinks it is. It pivots and swings upward to shake the grate which held the coal.
