With the size and pointed top , I would guess a figural juicer. It appears to be solid and not hollow.   I don't know if they even made such a thing.  Just a guess.

The wife said it came off a figural candy jar and that the head was the handle on the lid. She said the little guy has a name but she can't remember it.

It's the top of a lid that went on a Tulu Taffey jar. They were an early chewing gum. dmd

Here's a pic of one of the jars your  top went on. It's Colgans Gum also called Tolu Taffey. My jar is full of marbles I have dug and you see I have a non original top on mine. I dug the top but it's in the same condition as yours so not much good for the jar.
