Easy way to see if your bottles are "sick" is to wet 'em down. If the white film disappears when wet, comes back when dry, they're likely sick. Then your only way out is a tumble. Yes, bottle tumblers will remove the white film, both inside and out, but it's expeeeensive, whether you choose to purchase a machine or to pay someone that already owns a machine to tumble your bottle for you. There are, I believe, several members of this forum that will tumble a bottle for a fee (Note: For fee, not free), but unless it's something fairly valuable, you'll pay more to remove the film than the bottle is worth. It is expensive for to several reasons, from the materials used and the time involved (think in days, not hours), to the use of the machine itself and the skills of the tumbler.
