This looks like part of a Stack for an old pottery teapot. You had the teapot on the bottom and another pot sat on top of the teapot that would have this strainer in the opening of it. The lid to the whole thing sat on this strainer that's why the recess around the edge.If I had to make a guess on maker I would say Hall Pottery. Based on that green "5".
