I can assure you that this thing is not meant to float. Even if it was a toilet bit then what the hell would you need 4 loops on it for? That's a lot of loops for one crapper. With the weight it may be a ballast of some sort. I don't know what but probably not for a clock or window sash. Maybe a dumbwaiter or fireplace gizmo? The side with 3 hooks faced up and connected with chains to the part of the lamp that fastened to the ceiling and the side with one hook faced down and held a smoke bell.
