My mother-in-law found this in the bottom of a box lot she purchased at auction.  She was taking it to the dump, but the eerie blue (it looks clear but blue blazes from it) of the jar caught my eye.  Stamped around the neck of the cast iron is "ARCADE".  The blue jar is stamped T.C.W.  CO. with the #  .  I believe that's the T.C. Wheaton Glass Co. Millville, NJ who made laboratory, chemical and drug bottles.

We can not figure out WHAT this is or HOW it works.  Thought a coffee grinder but very narrow grinding area (back is flat).  I can't post photo as too many KB?

Blue jar top down into bolted cast iron opening that fits around neck of jar with rounded gasket.  Small slot (about an 1/8 inch opening and about 1 inch wide.
Any help appreciated!

I'm trying to post a photo after resizing to reduce pixels - thanks Digswithstick!  Photo taken with half the grinder removed so bottle neck visible.  Total height is 10 inches; bottle height is 6 inches and around middle of bottle is 10.5 inches.

I'd say a coffee grinder, also.
The color of the jar looks like "cornflower blue".
