See that I have sparked a nice debate.  On the stopper theory;  I cleaned the piece up, it was covered in dirt.  So the man appartly dug it from the ground.  It was wrapped in paper from 1969.  What era did they start putting plastic stoppers on the tops of decanters.

The opening of the bottle looks to big to be a stopper.
That and the rolled lip wouldn't fit snugly if it was a stopper.

no doubt it's an ink. probably had a brass hinged top, hence the ring under the lip. my guess would be french

They have been using plastic tipped stoppers since the "vintage" era according to people on fleabay.
For all I know it could be an ink, keep looking around maybe you will find a complete one somewhere.

Honest, its a decanter stopper, I have several just like it packed away. I do have this one, just to give you an idea of how the plastic insert works.

On the older decanters, there is no rolled lip, its just straight, so its hard to find them with their plastic. I've got a couple of those that the stopper just rattles around in the top of the bottleneck!

The flanged part of the stopper, in the middle, seems too big than the original bottle posted.
The part that the plastic rests against to prevent it from going into the bottle all the way.

Thanks for posting that Aridice, that's the basic idea I was thinking of.  They have been using similar stoppers since at least the 1960s. The early ones I have seen used an opaque plastic or rubber.

Yes, Matt, Pre-plastic, it was rubber or cork, and Woody, most decanter tops are hollow, and could easily be mistaken for a small bottle.
The picture of the ink that Lobey posted looks a lot like a decanter top, except the mouth is wider.
Even earlier decanter tops are usually solid and of the ground glass variety, while others are a glass rod extending from the top and pushed through a cork.
