It is my understanding that "Brooklyn, Eastern District" is the name associated with parts of Kings County annexed into or merged with the City of Brooklyn in the 1850s. These "new" parts of the City of Brooklyn were formerly the Cities of Williamsburg and Bushwick. Without a real basis for saying this, I suspect that the reference to these new parts of Brooklyn as the Eastern District stemmed from the fact that many of the street names were the same in all of these merged cities and it was easier to just add an E.D. than to rename all of the streets at that time.
