That is a nice label, but your timing is off. Any whiskey from after prohibition repeal, until 1962 would have to have the " Federal Law Prohibits" embossing in the glass. Also, that circular ring on the base is from an early automatic bottle machine. Probably blown between 1906 and 1920, so...
The ceramic is probable a Ginger Beer, the glass does not have the lip of a whiskey. I think it is J Walker's Vinegar Bitters, but I'm not sure. Someone will know.
