Hey for $30 that's a pretty good buy, especially considering that it turns out to be older than I expected! I'd personally leave it as is, it's already in pretty decent shape (apart from the hole of course) and I wouldn't want to risk damaging the paint.

I wouldn't say the Cut may hurt it's Value, I'd say it definately hurts it's Value, with any Collectible condition is everything. I'd guess that big cut turned a $300 sign into a $30 sign but just my opinion. I'm sure others will vary.

The way signs have been selling on eBay recently I believe that you could get around $100 for it.
