I would say definitely 1800s but no earlier I wouldn't think. I find lots of ales in 1850's and 1860's privies that have tops like this. Could be a little earlier or newer. It's an oldie though for sure!
Hard to say exactly how old it is without the rest of the bottle but it could date anywhere between the early 1800's up until at least the 1870's, judging by that lip finish. Generally I see bottles with that style of hand applied "double oil" finish on dip mold and three piece mold black glass ale and porter bottles out of the UK and Europe- here's a three piece mold ale in my collection that has a very similar finish and dates from about the 1850's-1870's.
