Normally in clear glass these are very common. Is this an amber color or is it just because it is full of whiskey? In amber it would be rare, I've never seen one.
It may be a type of battery jar. Two different electrodes could hang in an electrolyte creating a voltage potential. Just a guess. Is it pontiled on the bottom? I may have seen one like it in an antique shop that was a gallon in size. It was $150 I believe.
