I can't say yes. It may be foreign but not one of the for the tourist things. Believe it or not even the Mexicans had bottles.
My big problem is the lip finish and the pontil. The whole top looks like a repair and the tubular pontil looks polished or applied after for no good reason.
The neck is funky but may have been some drunken glass blowers sense of humor before they fired him.
I'd like a closer look but I'm not buying it.

I would guess maybe Germany or other parts of Europe mid to late 19th century.
I have found a couple others similar that were imported with wicker coverings.

So this one's not junk? I'm surprised, with the neck and lip looking so "wrong" to me.

I think these were cheaply made utility bottles used to transport any number of fluids, beverages, chemicals, etc. The neck bulbs seemed to be designed to moderate pouring
