I couldn't say with certainty but it looks like a lighting rod wire insulator with all the attaching part rotted off. Just a guess.

Thanks cowseat I did some more googling about your suggestion and came up with this. Radio Strain Glass Antenna Insulator. IT sort of looks like it could be a piece from that but Im still not sure. My piece doesn't look like it broke off from anything although it does have rough and sharp edges.

This is just a guess on my part, but it might be a shade or awning ring. I've only seen them as a smooth ring, never with the two little extensions yours has, so I could be way off.

I have seen a photo of one in use, but I can't locate it at the moment. Something like this ring would be mounted in the center of a porch ceiling. All the cords controlling the porch shades would be strung through the ring(s) and tied down in one location. The user could raise/lower all the shades at once.
