Blown cobalt blue swirled creamer???

This little guy is 3 5/8" tall and about 2 1/2" at its widest. Has pontil scar and applied handle. Lots of bubbles and character. While predominately blue, it has a slight touch of turquoise or aquamarine tint. It has been in my fathers family for several generations. Any ideas on what it was used for and if it has any value?

I hate to be a harbinger of bad news, but that thing screams "fake" or "decorative" to me. I would be very surprised if it is original. There are greater experts here than I, hopefully I'm wrong...
