Really nice find! It looks like a fancy "top" to a cork (cork would have been glued into the socket) used in/on back-bar bottles.

I agree with Plumb....cork stopper was likely glued to it.

hotels in NYC sometimes had their own bottles as well.

Ive found drinking sticks, tokens, ID tags, key tags, etc, etc... There has to be at least 1 thing from every hotel back in the day.
