I tried to piece some of the stuff together, I may be way off. It looks like It's not a maker of pottery.
1) Philips Wouvermann - Dutch Painter of the 17th century specialized in the scenes of
battles and the representation of horses.
2) Used on what appears to be Prattware in the 1850's ±. Prattware may be the pottery. http://www.thepotteries.org/features/ball_collection.htm
3) Art found in paintings, engravings, pot lids, plates etc..
