Embossed Tree Whiskey Decanter, need info.

My daughter gave me a couple of bottles, including this whisky decanter, with a embossed tree and the "federal law" statement. Anyone know the brand? Thanks. Click image for larger version.

67 was a number that ID'd it as a liquor bottle, 51 was the year, 1 was the Lancaster Ohio plant and D-9 was the distillery, I think it was Schenley or one of the companies owned by them.
