Can't tell much about the size, but if it's a little one, quinine is a possibility, but I lean towards what Hopper said.

Yep it's a Bromo Seltzer. Could be an Emerson. I've got a stockpile of them in these sizes: 6 inches, 3 1/2 inches, and 2 5/8 inches.

I've dug those before in 1930's era dumps. They are not Bromo Seltzers but probably held something similar.

I wonder if they might be bluing bottles? They have the same closure type as the 2 oz “Little Boy Blue” bluing bottles.
