This is a tooled-lip circle slug plate embossed alcohol flask. It features the words "Honest Measure" above the slug plate embossing.

Edward Rafter - Circle Slug Plate Embossed Flask

Found this today. It is a hand-tooled flask with a circle slug plate embossing that reads: Edward Rafter Importer New York City. Can't find any information about Mr. Rafter or his imports buisness, perhaps it was just a short lived enterprise. In situ:
