Picked this up over the weekend. Appears to be pretty rare. I have not found anything with the fluted base or the angling letters. Any info?

Picked this up over the weekend.  Appears to be pretty rare.  I have not found anything with the fluted base or the angling letters.  Any info? 
Do you all call this style base "fluted" or "mug"? My term has always been "Mug Base". Inquiring minds want to know.

I refer to it either way. The Ohio Bottle book refers to this style as "fluted".
