I dug a ceramic tile one with floral decorations, pretty cool. But this is made of red brick. Any help would be great

I am just guessing but maybe the decorative top to a post on the stairway.

Looks like architectural terra cotta to me. Nice. There's an old bank building in the town across the river here that's glazed a very light grey with fine cobalt splattering.

I agree with Jim, made to go on the outside of a building. Very cool
