Yes, I'd say that it's a paperweight. I've had/sold some that look very close to that. A photo or paper card was glued somehow to the back (the back on your photo above is facing up).

It was in the bottom of a (cheap) box lot I won at a local auction. I overlooked it for a good while and I think it was last year I sold it on eBay.

It paid for the bottle in the box lot I won and some[]. I think it was a poison.
