KY alcohol tax sticker

I dug this up and I really know nothing about it. I'm kinda surprised that it was still on the bottle for being in the ground for so long. It is a 4/5 quart bottle and the sticker says 21 cents. I think it was a tax on alcohol but I could be wrong. If anyone knows anything it would be very helpful.

Can probably be dated by that sticker. I've seen a 3 1/2 cent tax sticker but it was on a smaller snuff bottle. Odd that anything lasts in the ground.
