Possible mill stone found in dump?

Almost looks like poured concrete around a square post hole? Maybe from the bottom of an old 5 gal pail or oil can or something. How centered is the square hole to the circle itself? Would it rotate properly if spun?

Ouch! My back... I think you're right though--repurposed. "Not groovey enough, man." Around my area people use them as lawn art. I had four going at once at one point but sold a couple of mounted ones. (The larger mill stones often are half buried and look like "star gates.") ..The small, unmounted grind stones usually bring about $20.-$40. depending on condition.
