Prohibition era ABC X 28 N Beer/Soda Bottle

I dug up this green beer/soda bottle from a site that was in use during the 1920s. Could the ABC mean Alcohol Beverage Control? Only "near-beer" with less than .5% alcohol could be legally sold during Prohibition. Is anyone familiar with this bottle?

Thanks for directing me to the reference below...

Kate Sewell contributed a light green “slick-sided” soda bottle embossed on the base with “A” at the top, “B” to the west (as in a compass), and “C” to the east, all around a large “X” 367Figure 41 – ABC with 28N (Kate Sewell) in the center. Below the “X” was “28 N” in much smaller letters (Figure 41). The bottle was made at the Newark plant in 1928 (see below), but the “C” instead of “Co” was unique.
