Yes, its a shoe polish. Sometimes the applicator is still inside. Nice embossment on slightly thicker, textured glass. I've been to Holyoke, Mass. Sylvester Graham (the cracker guy), and Calvin Coolidge, (1920s President,) used to stomp around there and probably used Scuffy's.
