Strange bottle topper?

Wasn't sure exactly where to post this. Found in he same area I've been find Victorian bottles.
Made of ceramic, 1" wide X 1.5" tall

I just found out its some type of insulator. Possibly from an electric fence.
If an Admin would kindly more this thread to the correct place for me would be greatly appreciated.

Does anyone know of a rough age?
