It is about eight eights tall, with aluminum body, does anyone know the era, and type of service , it was used for?

It is a clamp used to tap a main power line (in this case, an aluminum line) to a transformer. There would have been a jumper clamped to the square section of copper wire that ran to the transformer itself. In some cases I have seen these also used to jumper to a dropout fuse or even in a temporary situation where a line needed to be grounded for work. The aluminum body dates this to post 1960 or so and very similar clamps are still in use.

It is configured to be easy for even a climber to install.
