I think strictly speaking a bell jar has a knob handle on the top.
That looks like a clock cover or similar cover.

Hello all, They made a lot of bell jars for covering garden plants. I have six of them up north and have used them over plants in early gardening. The often has knob handles on them. RED Matthews
