That is a PHOENIX BLOB TOP. Had a little metal disc to cover the top and a small band to hold it in place. Here is the closure that went on the bottle. If you look closely you can see the word PHOENIX on the band. The patent was filed by Alfred L. WEISSENTHANNER July 22, 1902.
