Sorry I thought it'll be clear and left the place yesterday. Believe me I'm trying hard to read that letter but it seems there's nothing on that part.

Yesterday I was traveling and stopping and felt lucky when found another base like that on the way, so I picked this one and followed the Glasshopper's

I believe that is the base to a Kaufmann's Bitters bottle...these were just embossed on the base A.P. Ordway & Co. and had a wrap-around label. They were out of New York City and are quite common.
