That's a notch that was used to hold the bottle in place while the label was being applied. As far as I know the idea was to prevent the bottle from turning in between different colours being applied. On some earlier ACL bottles the colours wouldn't quite line up properly.

I know almost nothing about insulators. This very month while doing bottle hunting folow an antique iron poles line.
All of them ware layed down and extremely rusty...and pieces of broken ceramic scatter on the soil.
Suddenly I found a crossarm with this insulator on it.

The one stand at middle has a tooled finish.
Standing at right are pieces of different but the same shaped bottles found in the same place.
Date 1890 decade or early 1900.

The first at left might be french 1880decade mustard. It's a pontil.

There are clear amber or yellow from that era too in other country(s). Considering the bottles you have in same shape and colors there might to be similar in USA. It's a rare color to me but I guess if you look for it well you'll find some staff.Al
