the way they used them, is they looped two wires through the two holes in the base of the insulator, and they looped the wires around a tree...so the insulator's stuck to a tree. Easier than running a telephone pole line through the woods to say... i don't know, some dudes house... or a fire tower. The tower on top of snowy mountain in the Adirondacks has a line running out to it that was just side pins mounted on trees- the cutter replaces the side pins and functions as the insulator at the same time.
Next time you're driving down some abandoned forestry road, or any old road in general check the big old trees you see and maybe you'll see a cutter on one
