I believe your WE Mfg Co is this style here, CD 126.4. It was made by Hemingray Glass Company of Covington, KY, probably in the 1875-1884 period. Hemingray used the Patent Dec 19, 1871 embossing to identify their insulators before they began changing over to H G Co around 1884. Western Electric Mfg. Co. arranged to have Hemingray make the insulators for them, which they supplied to Western Union for use on telegraph lines. An aqua example in good condition has a book price of 15.00-20.00.

Brookfield made a lot of different insulators with the embossing you describe, so without a photo I couldn't hazard a guess.
