HELP!! Black Gunk

I mostly find my bottles in old barns ect. Usally dust is all I have to clean Off But this bottle I would Like to kept has a tar like subtance on it the acl is perfect and I don't know what to do about it I'm afaid that I am Going to rub The paint off Help Please

If it's tar or something similar, turpentine/gas etc. will dissolve it.
Don't know what it'll do to the acl though...test it on a junk acl bottle first, and work outside.
Don't use any abrasive cleaners..they'll damage the acl.

I have a Doyles bitters like that I need to clean. I heard carburator cleaner may work but I havent tried it yet. I tried about 20 other cleaners and none of them helped at all.
