That's probably right, it looks like it's stopping the current at that point. Thanks for the input .I don't know if that's specifically this in this case, but we use those at the end of hotwire fences to tether them to posts, to the non-hotwire part of a fence, or around the inside or outside of corner posts. You can see the wire that goes through the center of the cylinder is completely insulated from the wire wrapped around the outside, so that it doesn't ground to the anchor spot. Thus allowing you to anchor and complete the circuit.
