Yes, it's a spool type insulator. It's a porcelain version of the type discussed in this thread: https://www.antique-bottles.net/forum/is-this-a-threadless-insulator%3F/m-531174/tm.htm
Porcelain spools in unusual colors (blue, yellow) can generate collector interest. Brown porcelain is very common.
