Signet ring die

I have just finished cleaning and inventorying 842 bottles and non bottle item that were dug out of the Vallejo CA dump 28 years ago. Among these item there were 28 metal items. One of them was a signet ring die, with the moto "Foy Puor Devoir" which means" Fidelity For duty ". My wife looked it ip on google and found that this is the motto of the Edward Semour, The Duke of Somerset. he is the brother of Jane Semour wife of King Henry the 8th.

Edward Seymour Liutenant General & Lord protector of northen England.
Born- 1500 died 1552. Question how did this die get into the old city dump in Vallejo ca.???

I think that you may have it, there was a large Navy yard and base in Vallejo from the early 1900 until closure in the 1970's.
