I've been trying to answer that one for a while, and I think I actually found something when I found an eight bubble 7-up from the same company. It said the Seven Up Bottling Company of Virginia, which turned out to be in Richmond, VA. All the rest had just said Virginia not "of Virginia" which tipped me off that this wasn't a location so much as the name of the company. Richmond, VA makes sense really as it is the capitol of Virginia, and I guess egos just prevailed. This company was most likely the first company in Virginia bottling seven up, thus the name.
