Is this a Victorian hand painted glass bottle? Is it authentic or a reproduction? What was it used for? Is it valuable? Any information would be appreciated. It’s about 7.5” tall and 3.5” at the widest point. It has a metal screw cap.

Here's what your bottle is known as.

German half-post - This is an early method of bottle production where the initial gather of glass is slightly inflated then dipped again into the glass pot to apply a second layer of glass. This second layer of glass did not totally cover the first gather which is typically indicated by a thickened ridge on the upper shoulder of the finished bottle. The picture to the left is an early American flask (1790-1820) produced by this method; note the ridge just below the neck. Bottles produced by this method are often called "double-dipped" in collector jargon. See the Glassmaking & Glassmakers page for more information.

Welcome to the forum! That's a beautiful bottle! Is the painted flower underneath that second layer of glass? I'm guessing that it was a toiletry bottle of some sort, likely cologne or something along those lines. The fact that it's so fancy suggests that it was meant to be refilled rather than something sold with a product in it. I'm pretty sure it's a genuine antique but I don't know how old it is or what it could be worth, this is the first bottle of this double-dipped type I remember seeing. Could you post a picture of the base? Hopefully someone more familiar with this style of bottle comes along.

This is similar but with a bit more enameling and colored glass. It sold recently for $80 and free shipping. It and your bottle are beautiful! Congrats on a nice find!
