My initial reaction was that they are shaving brush handles.

Their made of glass an hollow, I found them where a old glass factory was

What was the glass factory known to be producing? Do you know the name of the works and dates of operation? Where was it? (State) May be a clue in what their main product was.Often they supplied odd products, not just bottles. Just a thought. Johnny M.

Trenton glass works they made bottles and glass decor etc around late 1800s
